Two-step approval of registrations (four-eyes principle)

As an organization, I want a two-step approval process for registrations, so that one person (e.g., a team captain) can review and approve the hours, and a second person (e.g., a project manager) can then review and finally confirm them.
In this way, we provide additional control, reduce the risk of error and ensure the quality of hours before they are included in invoicing or reporting.
