Other VAT percentages in declarations

We went on a company outing to Berlin, Germany. Germany has a VAT percentage op 19%, instead of the 21% / 9%, etc we use here in Holland. We cannot adjust the VAT percentage in the declarations-screen. It defaults to 21% and when you overwrite the 21% with 19 or any other number, it just defaults back to 21% again.
